14 Language Use in the People’s Republic of China in the Past Seven Decades

Over the past seven decades, the Chinese language has seen continuous changes that emerged as the result of radical changes that occurred in the socio-political-cultural context of China. Based on an extensive literature review of previous studies on the Chinese language development trajectory, this paper revisits and reflects on language practice in China and the respective features of language use in several key milestone periods since the establishment of the People’s Republic of China. The findings show that in general, China’s language planning and policy implementation have succeeded in managing language use for both the public and institutions. The success is demonstrated in the following aspects: nation-wide popularization of the national common language (Guojia Tongyongyu); realization of the linguistic goal of the unification of speech and writing for the first time in the Chinese history; continuous improvement of overall language use across the whole society; and healthy development of language use towards pluralism and harmony. This paper concludes that the use and development of Chinese over the past seven decades deserve further studies.

27 Seventy Years of Policies and Management of Ethnic Minority Languages in China

This study reviews significant events in China’s policies and management of ethnic minority languages in the past seven decades and divides the policies and management into three periods: the first period (from the founding of the People’s Republic of China in 1949 to the Cultural Revolution), the second period (from China’s reform and opening-up in the late 1970s to the end of the 20th century), and the third period (from the beginning of the 21st century to the present). It evaluates the main causes, processes and results of those significant events in those three periods respectively. In prospect, the review predicts that status planning of ethnic minority languages will undergo important changes due to the influences of China’s policies for ethnic minorities. Nevertheless ethnic minority languages are still expected to play an indispensable positive role in areas, such as language rights, in autonomous regions in the foreseeable future.

38 Seventy Years of Chinese Language Education in New China

This paper offers an overview of the historical development of Chinese language education in the past seventy years since the founding of the People’s Republic of China. The Chinese language education in China can be divided into three phases: inception stage, reform stage and rejuvenation stage. In the inception stage (1949–1977), Chinese language education was a political mission for the Communist Party and the government, and an array of corpus and status planning endeavors for the Chinese language and written characters were made (e.g. publication of Hanyu Pinyin romanization system, simplification of Chinese characters, and promotion of Mandarin Chinese). The Chinese language was mainly conceptualized as a tool. However, the Cultural Revolution caused severe damage to the Chinese language education. In the reform stage (1978–2011), Chinese language education was brought back to order, and many eminent educators and scholars participated in the public discussion of Chinese education in schools. Moreover, a national-wide Chinese language education survey was conducted and several rounds of Chinese language curriculum reform were carried out in this period. The rejuvenation stage (2012–2019) witnessed the adoption of a new Chinese language syllabus and curriculum, and regional Chinese language teaching was becoming increasingly active. In view of the merits and problems in the past seven decades’ Chinese language education, this paper concludes that Chinese language education still assumes a paramount role in nurturing good virtues and characters and developing Chinese language skills.

49 Seventy Years of Teaching Chinese as a Second Language

Against the backdrop of China’s policy of seeking peace and development worldwide and its increasingly important role in world affairs, the internationalization of Chinese has become an irreversible trend. In this context, it is of great practical significance to sum up the practical experience and achievements of teaching Chinese as a second language (TCSL) in the past 70 years, and explore the “Chinese Solutions” in order to promote the internationalization of Chinese in the new era. Over the past 70 years, with the endeavour of generations of teachers of TCSL, great achievements have been made in teaching and research. From the 1950s to the 1970s, great achievements have been made in exploring the principles of Chinese teaching, which laid a solid foundation for the development of the discipline. From the 1980s to the 1990s, the teaching practice has developed extensively and intensively, and the disciplinary construction has unprecedentedly made great progress in all fields. In the 21st century, especially after the World Chinese Conference in 2005, the emphasis of TCSL has shifted to overseas, and remarkable achievements have been made. However, TCSL in China tends to be marginalized. So we should strengthen the leadership and planning of the discipline, promote the new development of TCSL in the new era, and provide more “Chinese Experience” and “Chinese Solutions” for the internationalization of Chinese.

60 Why Build a Palace for Language: On the Over-enchanted Linguistics from the Perspective of the Metonymic Nature of the Symbolic System

Inspired by an assertion of the contemporary humanism philosophy that “philosophers build a palace of ideal, but live in a hut”, this paper raises the question: We speak in our huts, but why should we build a palace of ideal for language? Modern linguists are enthusiastic in advancing various theories to account for practical use of language, which virtually amounts to “build a palace of ideal, but live in a hut”. Such enchantment behaviors are attributed to two beliefs, that is, the principle of Compositionality and Syntax-Semantics Isomorphism. A number of hypotheses or assumptions and their corresponding theoretical solutions, such as empty categories, light verbs, shell structures and DP structure, have been proposed just to address the two beliefs. However, the relation between form (structure) and meaning (function) holding in sign languages shows that human language is a symbolic system with metonymic nature. In other words, we can find that human language is essentially a metonymic symbol system, and its form and meaning do not necessarily have complete correspondence and reducibility. Therefore, the author believes that it is perhaps unnecessary to propose so many theoretical syntactic constructs as mentioned above. In short, taking a critical stand, this paper aims to disenchant the over-enchanted theoretical endeavours of language study in the hope of returning to the simple aspects of language nature in linguistic studies.

81 The Influence of Family Language Policy on Chinese Heritage Language Education from Learners’ Perspective

Based on the data drawn from semi-structured interviews and personal ethnographic backgrounds, this paper analyzes the influence of family language policy on the retention of Chinese as a heritage language from the perspective of Chinese language learners, thus revealing the important role of family language policy in Chinese heritage education. The findings show that the family language policy is one of the driving forces for Chinese heritage language education. Therefore, to promote the maintenance of Chinese in overseas Chinese families, it is very important to focus on these families’ awareness of the importance of heritage language retention, increase the provision of Chinese language education resources for overseas Chinese communities, and strengthen research on family language policy. This paper may be of significance for the education of weaker languages in the contexts of dominant languages.

90 A Review of Developing a Theoretical Framework on National Language Capacity

The book Developing a Theoretical Framework on National Language Capacity published by Peking University Press in 2018 focuses on the theories and practices of national language capacity in the United States and China. It first surveys the definitions of the term “national language capacity” and reviews the previous studies on the national language capacity issues in the United States and China. Then the authors identify five dimensions as the evaluation indicators for national language capacity, including management competence, monitoring competence, innovational competence, productive competence and expanding competence. Taking these dimensions as the theoretical framework, the authors analyze and compare the national language capacity construction in China and the United States, revealing the inadequacies of China’s national language capacity system and propose recommendations and solutions. As the first monograph specialized in this field, the book has constructed an original theoretical framework for national language capacity analysis, and opened up a new field for language policy and planning research. It helps to raise readers’ awareness of national language capacity in Chinese society and facilitate the construction of national language capacity in accord with China’s comprehensive national power.
