12 Some Demographic Aspects of Language Policy

Although demography has a significant influence on language policy by shaping the normal language practices of a community, it does not work independently but together with the beliefs of the members of the community which set values for varieties and with the management activities that alter beliefs and practices. The linguistic repertoires of individuals change as they move into new domains, which results in the formation of community language patterns. Numbers are less important than values in determining policy. Migration and urbanization are important, but depend on the beliefs associated with heritage and economically advantaged languages.

19 Language and Demography: Theories and Methods

The complex interrelationships between demographic patterns and changes on the one hand, and language development, language change, language maintenance and language shift, and language planning, on the other have given rise to an interdisciplinary field known as Demographic Linguistics. This article reviews the key theories and methods that are relevant to this interdisciplinary field. The principal aim is to promote this new field of applied linguistic research in China, where important demographic changes are taking place.

33 Time, Demographics and Language

The study of the social variation of language, which in the 1960s came to be known generally as Sociolinguistics, has challenged one of the fundamental tenets of Structural Linguistics à la Saussure, who taught that for language to be analysable in terms of its structure, it had to be conceptualized as system devoid of a temporal dimension, and a rigid distinction had to be observed between synchrony and diachrony. From a sociolinguistic point of view language is perpetual in flux and variation, be it temporal or regional or social, cannot be ignored without abstracting away one of its essential features. For, rather than being given, language is subject to modification by the society of its users. Thus, sociolinguistics made linguistic variation its principal object of investigation and explanandum, seeking correlations of speakers’ social class, ethnicity, level of occupation, gender, and age with language varieties. At the same time, however, the temporal dimension of society was generally ignored in sociolinguistic theory building, although it is undeniable that, as a result of urbanisation, social ageing, and migration among others societies change just as much as languages. This paper raises the question of whether the fact that both language and society exist in time and have temporal depth should be recognised in sociolinguistic theory and if so, what the implications would be.

42 Measurement Issues with Language Proficiency Data in Censuses of Population

Demography of Language is an inter-disciplinary research area that draws on the methodology and data of demography as well as sociology and linguistics. Its basic methodology is survey based and it relies on data collected by means of censuses of population and large-scale surveys. Despite the widespread use of language-related census and survey data in research and policy studies, their methodological underpinnings have not been systematically evaluated. In this paper, it is argued that census agencies, when they chose to include sociolinguistic topics in their questionnaires, use their own ad hoc measures, and provide little description of how they were developed. Problems arising from the variable wording, format or response categories of language related questions in censuses call into question the reliability and validity of data collected with census methods. The objective of this paper is to investigate the way in which respondents are influenced by the way language proficiency questions in censuses are shaped and worded in a large set of censuses relating to one language (Irish) in the Republic of Ireland and the Northern Ireland region of the UK. The analysis draws on earlier research on this topic, but expands the analytical scope of previous work by applying the theoretical insights of recent methodological advances in social research and applied linguistic research.

55 Studying Care Communication in Japan: A Review of the Literature

This paper presents an overview of research about communication in eldercare, with special focus on Japan. It works out the main characteristics of this special type of communication as they have been identified in previous research outside Japan, and compares these to studies conducted in Japan. A comparison shows that many of the observations made by Japanese researchers concur with findings from studies in other cultural contexts. These include an overall scarcity of communication, the influence of the care tasks on the verbal interaction, power differences between residents and staff, as well as the use of politeness to deal with these. On the other hand, the paper also identifies two factors that to some extent appear specific to the Japanese research context: the advent of foreign care workers and the use of robots and other AI devices.

65 Beijing Speech and Putonghua

Based on a brief review of the trajectory of the development of the Chinese language, particularly a review of previous efforts in defining and standardizing the national language by linguists and writers, this article discusses a number of issues concerning the standardization of modern Chinese. I argue that Beijing speech is the base for Putonghua, but it is not equal to Putonghua. I also argue that there is still room for Putonghua to improve. An ideal Putonghua should represent the characteristics of modern Chinese and be acceptable to speakers of Chinese from all regions across the country. It should be a beautiful language that has rich means in expression. For Putonghua to develop like this, it should base on Beijing speech for its both refined and popular tastes and should also absorb elements from Chinese dialects, classical Chinese, and foreign languages. To achieve this, it requires common endeavours from all those concerned.

71 Reflections on the 70-year Development of Foreign Language Teaching and Research in China

This study attempts to examine foreign language education and research in the past 70 years through a comprehensive review. The findings show that the past 70 years, and the last 40 years in particular, have witnessed tremendous development in the areas of foreign language education and research in China. The development has enhanced teaching and boosted research endeavours, thus enabling Chinese researchers to advance at the same pace with their international counterparts. Albeit of the impressive accomplishments, due to specialties of the Chinese style curriculum, the sector faces a series of grave challenges in both teaching and research. These challenges arise mostly from the problems intrinsic in the infrastructure. In conclusion, the author argues that the experience of the past 70 years’ development suggests that the only way to further academic research in foreign languages is through opening the door to the outside world and actively engaging in dynamic dialogues with the international scholarly community.

79 On the Innovation of Dictionary Compilation and Publication in the Context of Media Convergence

Digitalization and Internet communication have been highly integrated into all levels of social development, and media convergence has become an inevitable trend in information processing and dissemination. The dictionary based on media convergence will also be an inevitable choice for lexicographers. The present paper, starting from the specification of the connotation and function of media convergence, sets forth the innovative mechanism of dictionary compilation and publication in the context of media convergence through briefly outlining the origin and development of convergence, including: a) the new methods and tendency of dictionary-making; b) the characteristics of and the approach to media convergence for lexicography; c) the structure and function of the dictionaries based on media convergence; d) the innovation of lexicographical institutions in the age of media convergence. The media convergence provides a major opportunity for the digital transformation of dictionaries, and the core is to adopt the media convergence approach and digital communication technology to produce multimodal lexicographical texts which can be queried and displayed through various media and digital terminals.
