A Review of Developing a Theoretical Framework on National Language Capacity

Abstract

The book Developing a Theoretical Framework on National Language Capacity published by Peking University Press in 2018 focuses on the theories and practices of national language capacity in the United States and China. It first surveys the definitions of the term “national language capacity” and reviews the previous studies on the national language capacity issues in the United States and China. Then the authors identify five dimensions as the evaluation indicators for national language capacity, including management competence, monitoring competence, innovational competence, productive competence and expanding competence. Taking these dimensions as the theoretical framework, the authors analyze and compare the national language capacity construction in China and the United States, revealing the inadequacies of China’s national language capacity system and propose recommendations and solutions. As the first monograph specialized in this field, the book has constructed an original theoretical framework for national language capacity analysis, and opened up a new field for language policy and planning research. It helps to raise readers’ awareness of national language capacity in Chinese society and facilitate the construction of national language capacity in accord with China’s comprehensive national power.
