A Study of Public Linguistic Capacity in Responding to Emergencies: Its Composition and Application in the Prevention and Control of COVID-19

Abstract

The construction of the system of public linguistic capacity in responding to emergencies (PLCRE) is a new topic of linguistics in China. An in-depth study of this issue can contribute to the construction of national emergency system. Most of the previous studies adopt the perspectives of rhetorics and pragmatics, and research with a focus on language use is rare. Based on a self-built small corpus, this study discusses the connotation and composition of PLCRE and its application in the prevention and control of COVID-19. It is found that PLCRE is composed of emergency knowledge capacity, social and cultural interaction capacity and multilingual resource capacity. The three elements play different roles but complement each other. Only when they are integrated can a positive language environment be constructed.
