The Logic of Engineering Construction of the International Chinese Education Standard System

Abstract

Establishing a standardized, specialized, and internationally recognized Chinese education standard system, aligned with educational laws and market demands, can progressively enhance the openness and quality of international Chinese education. The current international Chinese education standard system exhibits several challenges, including a lack of systematic design, ambiguous objectives, inadequate hierarchical structure, and insufficient coordination and participation among research and development entities. This paper argues that implementing the “engineering” methodology can effectively address these shortcomings and improve the global applicability of the standard system. A systematic strategy should encompass a comprehensive standard system framework which includes at least three levels: the conceptual level, which addresses overall requirements and basic applications; the methodological level, which focuses on student learning and teacher teaching; and application level, which pertains to educational governance and integrated maturity. In terms of constructing agency, it is essential to consider the diverse needs of 12 types of organizations and institutions. Application strategies must reflect discipline construction and career development at the macro level, actively cater to the international language competition and global demand for Chinese education at the meso level, and establish effective evaluation and feedback mechanisms at the micro level. Continuous improvement strategies should emphasize the updating, refinement, promotion, and application of key documents, provide legal protection, policy guidance, and technical support, and foster close cooperation with education standard institutions of other countries and international organizations.
