摘要
2019年末暴发的新冠肺炎将救灾应急的语言问题摆在了语言学者面前。而日本早在20世纪就已开始研制并不断完善称为“简易日语”的应急语言,本文旨在通过从研究现状、使用群体分析、基本特征以及管理机制4个角度对日本在“简易日语”方面的做法和经验进行介绍,为中国建设应急语言机制提供4点参考和借鉴:加强基础研究,使应急语言机制具备扎实的科学依据;进一步完善应急语言语料库的建设,推动实证研究发展;细化应急语言的特征研究,拓展运用领域;借助政府力量,构建全方位的常态合作体系。
Abstract
The outbreak of COVID-2019 has become an international crisis for public health, requiring extensive responses from the central governments. For multilingual countries like China, language issues loom large in the emergency responding apparatus. In this paper, Japan’s experience of developing “Easy Japanese” for emergency relief is examined in order to provide a practical reference to China’s language solutions to emergencies. At the end of last century, Japan began to develop “Easy Japanese”, a simplified version of Japanese aimed for easy communication in emergencies, and has been regularly revising it. Our overview of “Easy Japanese” consists of the background of its development, the targeted audience, its basic characteristics and the operational mechanism. Based on the experience of Japan, the author provides reference for the construction of emergency language mechanism in China, to further improve the construction of emergency language corpus to promote the development of empirical research, and to refine the characteristics of emergency language and expand the application field. With the help of the government, we will build an all-round normal cooperation system. These measures may help China improve its language responses in emergencies.
